Key Achievements and Outcomes under EU4Climate Project Wrapped Up in the Final Workshop

On 16 November the closing event of EU4Climate project, funded by the EU and implemented by UNDP, took place in Brussels.  The workshop aimed at summarizing the main outputs of the 4-year project and the renewed climate policy agendas in EaP countries, including Armenia.

 

Gerald Audaz from EC DG NEAR, Fabien Porcher from EC DG CLIMA, and Laura Altinger from UNDP IRH welcomed the participants of the workshop, highlighting the fruitful regional cooperation and joint efforts towards achieving the main objectives under the Project.

 

On behalf of the Ministry of Environment, Ms. Nona Budoyan, presented the current status of implementing Armenia’s climate agenda and the key products developed under the Project.  

 

“I would like to express our gratitude to the European Commission and UNDP for this valuable support received under the Project, and we strongly believe that outcomes of the project will contribute to implementation of climate agenda in the country”, mentioned Ms. Budoyan.

 

The list of developed products under the Project include the updated NDC 2021-2030 of Armenia, the Program on energy saving and renewable energy for 2022-2030, the General concept for improving air quality monitoring system, the Amendments on ozone depleting substances legislation, Climate public expenditure and institutional review (CPEIR), EU acquis gap analysis and roadmap, the Roadmap for the development of a functional national greenhouse gas emissions inventory system for Armenia, the sectoral studies on mitigation opportunities in transport, agriculture, LULUCF and the Study on carbon pricing opportunities for Armenia.

 

A range of policy documents under the Project, including the Climate Law, LT-LEDS, NDC Implementation Plan & Financing Strategy, Sustainable Energy & Climate Action Plan for Alaverdi municipality are underway to be approved by the Government of Armenia. 

 

In the following section of the workshop Ms. Budoyan presented the key elements of the draft LT-LEDS of Armenia, focusing on the targets of climate neutrality, three scenarios of decarbonization for 2050 and climate change mitigation opportunities, as well as the financial mechanisms and sources for LT-LEDS implementation.

 

Mrs. Diana Harutyunyan, UNDP Climate Change Programme Coordinator, delivered a presentation on the legal framework approximation to the EU, focusing on the amendments made in Air Quality Law of Armenia, as well as the scope, subject and regulatory framework of draft Climate Law.

 

In the section dedicated to the Project outreach, Mr. Artak Baghdasaryan, EU4Climate project Task lead spoke on the conference organized ahead of COP28, that aimed at discussion of the implementation of Armenia’s commitments under Paris Agreement. 

 

The workshop also comprised of the Steering Committee meeting, during which, the Project manager of EU4Climate, Mr. Yevgen Groza, reflected on the results achieved per EaP countries. Mr. Giacomo Morelli, the Independent Evaluation Expert presented the terminal evaluation of the Project, highlighting the efficiency of the project implementation, the best practices and lessons learned and provided further recommendations for the next stage of the Project. ​

 

Around 30 participants from the governments of EaP countries, project experts and representatives of partner organizations attended the workshop online and offline.
