On the 23rd of September, “Strengthening the National Framework for Climate Transparency in Armenia – CBIT 2” UNDP-GEF Project was officially launched. The project is funded by the Global Environment Facility (GEF) and implemented by UNDP in coordination with the Ministry of Environment. The event hosted around 40 participants, including government officials, representatives from state bodies, international organizations, academia and civil society organizations, UNDP in Armenia and other UN agencies, technical specialists and practitioners from Ministry of Environment and stakeholder ministries, as well as leading experts of the field.
The project aims to strengthen Armenia’s institutional and technical capacity to meet the Enhanced Transparency Framework reporting requirements under the Paris Agreement, in alignment with our national priorities.
Welcoming the participants of the event, Konstantin Sokulskiy, UNDP Deputy Resident Representative in Armenia, stated, “A transparent and reliable system for tracking the impact of national policies is the foundation of international trust. By establishing this framework, Armenia is not only meeting its Paris Agreement obligations but is also positioning itself to unlock and attract new channels of global climate finance.”
“The RA Law 'On Climate' adopted in 2026 allows us to fully integrate the climate agenda into national development plans, and this new project will directly support the development and enforcement of the bylaws deriving from it,” mentioned Nona Budoyan, the Head of Climate Policy Department, on behalf of the Deputy Minister of Environment, Aram Meymaryan.
Subsequently, Snezana Dragojevic, Regional Technical Advisor, delivered a presentation on the reporting requirements under the Paris Agreement’s Enhanced Transparency Framework. The session also detailed project cycle management as well as GEF monitoring and evaluation requirements.
The project structure, its main objective and components, as well as the risks and mitigation measures were presented by Davit Shindyan, CBIT 2 Project Coordinator. He also briefed on the details on project’s 1st year plan, engagement of stakeholders and project coordination mechanisms.
The expected results of the project include continuing activities to transition from ad-hoc reporting to a continuous Measurement, Reporting, and Verification (MRV) process. This will be achieved through the operationalization of the RA Law on Climate, the development of new modules for the MRV platform and the strengthening of institutional capacity.
