On May 12-13 “Introductory Training on Climate Change Transparency Framework” workshop took place in the frame of “Building Armenia’s National Transparency Framework under the Paris Agreement” UNDP-GEF and “Armenia’s National Adaptation” UNDP-GCF projects.


The two-day event was organized for members of the “Inter-Agency Coordinating Council on implementation of requirements and provisions of the United Nations Framework Convention on Climate Change and the Paris Agreement” and its working groups and aimed at introducing challenges posed by climate change, increasing awareness on international and national actions addressing climate change, as well as presenting tools to enhance transparency requirements as defined in Article 13 of the Paris Agreement for measuring and reporting on emissions, mitigation and adaptation activities, and climate finance support that is received by the country.


Welcoming the participants of the workshop, RA Deputy Minister of Environment Gayane Gabrielyan highlighted the importance of the active participation of the members of the “Inter-Agency Coordinating Council on implementation of requirements and provisions of the United Nations Framework Convention on Climate Change and the Paris Agreement” (Climate Change Inter-agency Council) and its working groups in the decision making process in order to find balanced and mutually agreed approaches and solutions to cross-sectoral issues and promote a “green” recovery in all sectors of the economy, as well as to address the impacts of COVID-19. The Deputy Minister also emphasized the need to develop adaptation measures to face the increasing challenges caused by climate change, as well as the need to continuously carry out relevant legislative and regulatory reforms.


In her welcoming speech, UNDP Climate Change Programme Coordinator Diana Harutyunyan stressed the importance of the close cooperation of ministries for the proper implementation of the country's obligations under the Paris Agreement and the active participation of members of the Climate Change Inter-agency Council and its working groups in the workshop, especially in the context of in future applying the gained knowledge in their functions. Mrs. Harutyunyan also emphasized the vital importance of establishing clear and transparent processes for the monitoring and evaluation of the implementation of climate change mitigation and adaptation measures, the collection and presentation of information on achievements and gaps: on the one hand, for the proper fulfillment of the country's international obligations, and on the other hand, for the national adaptation planning process - in terms of ensuring its efficiency and stability.


During two days, participants of the workshop had the opportunity to acquire applicable knowledge on climate change and the Nationally Determined Contributions, as well as tools to meet the provisions and requirement of the Paris Agreement. They also discussed features and possibilities of application of said tools, got acquainted with the process of national adaptation planning in Armenia, as well as requirements for monitoring reporting and verification systems of adaptation and mitigation policies including gender considerations, etc. Presentations were delivered by GlobalFields British company and UNDP experts.


Over 70 representatives of Ministries of Environment; Economy; Territorial Administration and Infrastructure; Emergency; Finance; Foreign Affairs; Justice; High-Tech Industry; Education, Science, Culture and Sport; Labor and Social Affairs; Health; Statistical Committee; Cadastre Committee; Urban Development Committee and other state bodies; Central Bank; Yerevan Municipality; Globalfields company and UNDP attended the event and participated online.
