Ahead of COP28 of the UNFCCC, the Progress of the Implementation of Armenia’s Climate Agenda was Recapped

On 30 October, the national workshop “Stop and reflect ahead of COP28: National Annual Stock-take of NDC Implementation Progress”, organized jointly by UNDP in Armenia and the Ministry of Environment, in the frames of “EU4Climate” and “Climate Promise” projects, took place. The workshop was held in the threshold of COP28 that will take place from 30 November -12 December, in Dubai, United Arab Emirates.

 

Ahead of COP28, the workshop aimed at building a dialogue between the Government, private sector and development partners on the progress of the implementation of the country’s commitments under Paris Agreement, as well as on exchanging information and ideas for the envisaged activities.

 

The Minister of Environment Hakob Simidyan, UNDP Resident Representative in Armenia Natia Natsvlishvili, the United Arab Emirates Ambassador to Armenia Dr. Nariman Mohammed Sharif Al Mulla and the Regional Manager of NDC Partnership Support Unit Deo Gabinete, welcomed the workshop participants.

 

Emphasizing the importance of regular consultations of the Government with the international partners on national climate priorities and needs, Mr. Hakob Simidyan, mentioned:

 

“The Government attaches great importance to the proper implementation of commitments under Paris Agreement, as it is based on green economy principles and is compatible with the country's social and economic development goals.”

 

The Resident Representative of UNDP in Armenia, Natia Natsvlishvili, highly appreciated the long-term cooperation between UNDP in Armenia and the Government of Armenia aimed at developing the priority sectors of the country.

 

"This event, organized ahead of COP28, is a good opportunity to review the work done in the country towards the implementation of climate agenda and to discuss with partners the possibilities of increasing efficiency at policy and program levels. As the first Global Stocktake (GST) in COP28 will provide a comprehensive overview of progress in implementing the Paris Agreement, it is critical to understand where we are now and what measures are needed to address the existing gaps," she said.

 

“Climate change is a global challenge that surpasses borders and politics. This is not a responsibility that can be shouldered by any single nation or group of nations alone. Hence, to achieve our shared objective, a major course correction is imperative. COP28, as the next step in our collective journey, is calling for the world to Unite. Act. Deliver,” mentioned UAE Ambassador to Armenia, Dr. Nariman Al Mulla.

 

The topics discussed during the workshop included the policy framework for climate change mitigation and adaptation and the scope of activities, the tools applied for creating prerequisites for legal, economic, technical and institutional development and support mobilization, and the capacity building activities for state and non-state actors.

 

Artak Baghdasaryan, the Task Lead of "EU4Climate" project, spoke about the key climate policy documents developed under the Project, in particular, the draft GHG Long-term low emissions development strategy, the targets set in it and the implementation scenarios, as well as the draft Climate law, its regulatory framework, goals and problems.

 

UNDP Climate Change Programme Coordinator Diana Harutyunyan presented the enhanced transparency framework and monitoring tools under Paris Agreement, the activities of institutional and technical capacity building in this field, the challenges, problems, gaps and possible solutions in the procedure of  greenhouse gas inventory, the monitoring approaches on the progress of mitigation and adaptation policies and measures.

 

The conference was attended by around 90 participants, including representatives from the Ministry of Environment, Ministries of Economy, Territorial Administration and Infrastructure, Health, Education, Science, Culture and Sports, respective state bodies, international and donor organizations, UNDP in Armenia and NDC Partnership Support Unit.
