On October 30, 2025, Alaverdi Municipality presented the draft Social Development Program, marking a major step in strengthening local welfare and social inclusion. The program was developed under the UNDP project “Strengthening Community Resilience through Energy Efficiency and Low-Emission Development,” funded by the Government of Sweden (Sida).

Prepared by a working group of municipal officials, social workers, and community representatives, with the support of an independent expert and HEBA NGO, the Social Development Program is based on a comprehensive assessment of local needs and priorities. It aims to improve the quality of life for vulnerable groups, including the elderly and persons with disabilities, while promoting socio-economic growth and sustainable income opportunities. It will be implemented through several sub-programs that together contribute to inclusive and long-term community development.

The needs assessment, conducted by the working group, identified key challenges across sectors such as agriculture, healthcare, education, tourism, and infrastructure, outlining specific actions to address them in the coming years.

“Through cooperation with UNDP, we now have a structured, data-driven document that will help us plan more effectively. With the community’s own resources, it would have been difficult to develop such a comprehensive and needs-based program,” said Artur Manukyan, Deputy Mayor of Alaverdi.

Revenue from the Mghart Photovoltaic Station may serve as one of the potential funding sources for implementing the proposed actions. The 500 kW community-owned PV plant was completed in May, 2025 under the same UNDP project.

The draft program will next be submitted to the Alaverdi Community Council for approval.
