The Developed Draft Climate Law of Armenia Presented to the National Stakeholders

On 21st of November, the national workshop on the Draft Climate Law of the Republic of Armenia, took place under EU4Climate project.

 

The workshop aimed at discussing the international practices on climate legislation, the practice of climate law development in the EU and EaP countries and the Draft Climate Law of Armenia developed under EU4Climate.

 

In his welcoming remarks, the Ambassador, Head of EU Delegation to Armenia, Vassilis Maragos mentioned, “The Climate law is essential, as legal framework is necessary for our climate actions, coordination and attraction of investments. We are happy to cooperate with the Government of Armenia and UNDP in Armenia under EU4Climate project and reiterate our readiness to support the future process of the Law.”

 

Emphasizing the importance of legislative regulation for climate actions, Natia Natsvlishvili, Resident Representative of UNDP in Armenia said, “Climate law of Armenia will provide the legal foundation required to develop and implement effective climate policies, mobilize financial resources for this purpose, mainstream climate considerations into sectoral policies and integrate climate financing into the public finance management system.” 

 

On behalf of the Ministry of Environment, Nona Budoyan expressed the Ministry’s gratitude to UNDP in Armenia for assisting to design the Draft Climate Law, emphasizing its regulatory role in advancing climate policies and expressed hope for further collaboration on this process.

 

Fabien Porcher, Policy Specialist from EC DG CLIMA presented the overview of the European Climate Law development, focusing on its main features, structure and the main objectives of the EU’s climate neutrality pathway.

 

John Ward, the International Expert of EU4Climate project spoke on the international practices on designing climate laws, particularly bringing examples from different countries and focusing on the features of climate framework laws and their provisions to support climate change mitigation and adaptation.

 

The Project’s Expert, Heghine Grigoryan delivered a presentation on the fundamentals of Climate Law of Armenia: its scope, structure, institutional set-up and regulatory framework, climate policy planning and governance system as set by the Law.

 

The Project’s Expert, Mari Karapetyan spoke on the new Climate Change Council, as established by Climate Law, that will support the Government in the development and implementation of the country's climate policies and realization of commitments under international agreements. She provided details on the main powers, structure and operation of the Council.

 

Artak Baghdasaryan, EU4Climate Task Lead, presented information on climate finance and regulatory instruments of climate policies, focusing on the financing mechanisms and sources, GHG emissions permits system, as well as integration of climate expenditures in public finance management system.

 

The workshop fostered a dialogue between the participants, during which certain concerns and questions were addressed by the presenters. 

The event was attended by more than 50 representatives from the European Commission, European Union in Armenia, UNDP in Armenia, RA Ministries of Environment, Territorial Administration and Infrastructure, Economy, Finance and Health, international organizations, foreign and local experts.
