The third workshop under the “Development of technical guides on risk assessment for elaboration of management approaches for responding to loss and damage” project was held on June 17–18, convening national stakeholders to advance Armenia’s efforts in climate risk management. The project is funded by implemented by UNDP Armenia with the support of the NDC Partnership Action Fund in close collaboration with the Ministry of Environment.
UNDP Deputy Resident Representative in Armenia Konstantin Sokulski and Head of the Water Policy Department of Armenia’s Ministry of Environment Lilit Abrhamyan delivered opening remarks, highlighting the importance and relevance of the project in light of the increasing severity and frequency of extreme weather events in the country.
The workshop focused on presenting and reviewing the draft Technical Guide on Climate Risk and Loss and Damage Assessment, which centers on two high-priority sectors: flood-resilient infrastructure and climate-resilient irrigation infrastructure. These sectors were identified in earlier consultations as especially vulnerable to Armenia’s growing exposure to hydrometeorological hazards, including floods, droughts, and other extreme weather events.
In parallel, the workshop facilitated the co-development of theories of change for two Concept Notes currently under preparation. These Notes are intended to attract international climate finance by outlining targeted, evidence-based interventions to avert, minimize, and address climate-related losses and damages.
Over the two-day event, representatives from the Ministries of Environment, Territorial Administration and Infrastructure, Economy, Internal Affairs and Finance, the Statistical Committee, and other national institutions engaged in interactive discussions on the draft guide and concept notes identifying data gaps, technical and implementation challenges, and opportunities for policy alignment. This collaborative review will support their finalization, ensuring they reflect practical needs for planning and implementation and are grounded in Armenia’s national priorities for climate action.
The works are carried out by the consortium of consulting companies “Pegasys Limited” (Great Britain) and “Alfa Partners” (Armenia).
